Counterplan For Explicating The Safety Management Responsibility Of Subcontractor

Subcontractor plays a more and more important role in buildings constructionwhich makes the subcontract directly affects the construction quality and safety. Inorder to effectively control construction safety accident, the subcontract safetymanagement is particularly important. The subcontractor is the important participantof the project, so the safety management of subcontractor is of great significance toreduce construction safety accidents.Now, contractor has some problems in the aspect of subcontractor management,such as, the phenomenon of contract completely substituting administration, safetysystem is not sound, the selection of subcontractors is lax, coordinate schedule andorganizational coordination are ineffective. And to the subcontractors, the problemsinclude safety system is not sound, lack of safety investment, lack of safety educationand training, less internal inspection, defects in equipment and facilities.The contractor and the subcontractor are not clear of their own safetyresponsibilities, there is the phenomenon of mutual shirkresponsibility if a problem arises. This leads to a blind spot of safety managementwhich is a significant safety concern of accident.Therefore, establishing and perfecting the construction process of safetyresponsibility system, and clearing the responsibilities of contractor and subcontractoris not only beneficial to improve the level of safety management and reduce thepossibility of accident, but also helpful to solve the dispute and the claim whenaccidents happened to accurately determined the main responsibility of the accident.Through the analysis of the accident and the sorting of laws and regulations, thecontractor and the subcontractor key elements of safety management were determined,and through positive extrapolated method, the total safety management responsibilityof the contractor and the subcontractor were determined. Finally through thecombination of safety management elements and safety management responsibilities,a safety management responsibility system was set up. For the effective operation ofthe system, the measures for the implementation of the system were put forward through the application of PDCA. As well, the way of rewards and punishments forthe subcontractor and method are proposed.So we are expecting through the active adoption of the safety managementresponsibility system, the contractor and the subcontractor’s safety management canbe regulated, their own safety responsibilities can be clear, the contractor and thesubcontractor’s safety management level can be increased, and gain momentum,achieve good results, boost the rapid and healthy development of constructionenterprises in China, together to create safe and high quality construction.
