With the development of modern power system scale is increasing, people’s requirements for the quality and reliability of power supply is improving day by day. The voltage has become one of the important index of weighing the quality of electric energy, and in the power system reactive power and voltage control is not closely related, so there is no power balance and voltage stability becomes more and more important, this problem need to solve. One of the key factors affecting the voltage quality is no power, no power balance is the guarantee to improve the voltage quality, improve the important prerequisite of user experience in power system under normal operation. As a connecting link between grid and users, substation is to maintain the balance without work, guarantee the voltage stability, reduce the power loss of the key device, ensure that the voltage level substation terminal reaching the rated value, has a significant effect on the voltage quality improvement.The modern power system voltage substation idle control device is mainly:by use parallel compensation condensers, by use transformer with on-load-tap-changer, by use synchronous condensers and by use SVC. In this design, the substation by the parallel compensation condensers and the on-load-lap-changer to realize the optimization of local voltage wattless power. After the analysis and comparison of control policy, most of the substation using nine area chart as the control policy. In engineering applications, the traditional nine zone diagram control strategies have been widely used, but in some areas, when the need to regulate the voltage and reactive power without the two parameters, the traditional nine zone diagram control algorithm generates frequent wattless voltage regulation problem. The fuzzy boundary control policy for improving the traditional nine zone diagram, successfully solved part of the regional regulation of oscillation. In the absence of power balance, voltage parameters of normal, tap switch nine zone diagram of fuzzy boundary control policy will be the lowest frequency adjustment, which makes the load voltage regulating transformer tap switch service life greatly increased. Therefore, this paper designed with nine regional wattless voltage fuzzy boundary control policy as the control policy developed. Substation wattless automatic voltage control device and its performance shall be in accordance with the relevant national standards and industry standards, and can satisfy the stable, long-term operation of the substation, the development plan to ensure that work in parallel or series of operating mode, idle work automatic voltage control can be achieved two sets of double or three laps of the transformer, and to protect the two parameters of voltage and power is within normal range.This paper uses the parallel compensation condensers and the on-load-lap-changer for automatic control system control method, the control policy is used in nine regional wattless voltage fuzzy boundary criterion, the microcontroller as the core controller, completed the design of control device of the control system and the main circuit, and completed the control flow chart of scm. For the realization of power system and other device to better communication, simplify the operation process, improving control effect, so upper computer and VQC software is to the system, so that the exchange of people and machines more intelligent, more friendly interface.
