With the development of communication technology and the crying need of a more efficient meter reading system, automated meter reading becomes ever increasingly important to power supply enterprises at home and abroad, information collecting system in this case was born.Information collecting system not only can replace manual meter reading, liberate labor to improve work efficiency, but more importantly, through analyzing the data, stealing power could be discovered and power loss on the line could be managed.In this article, information collecting system were studied, including systems theory, improvement of power line carrier networking and the application of these theories in a number of existing data collecting operations in Liaoning Province. For example, the application of them in anti power theft, in the calculation of power loss over transportation, power assets location information management and other related issues were discussed in this paper.This paper analyzes the characteristics of power line carrier technology:it is vulnerable to the carrier frequency, esion limit amplitude harmonic pollution and other indicators, which causes the underwhelming performances in communication distance. In order to increase the sTab.ility and efficiency of the PLC meter reading system, through the study of the capability of point to point communication and the PLC network, this paper suggested a way to choose the best possible communication route by analyzing real time network dynamics. It is a more advanced approach compared with the conventional way of past data study and it breaks the limitation in network scope. It is a great contribution to the improvement of data collecting successful rate and efficiency.As regards the anti power theft study, the factors that makes power theft possible and several common practices are discussed in this paper. Moreover, how the information collecting system would discover and prevent power theft through real time information collection, data management and analysis, power loss analysis and spotlight user surveillance and other related approaches are advised. The paper also provides the application of data collecting system in citing evidence for a specific power theft case.Power Loss Calculation is one of the most important jobs of a power supply enterprise. It is a clear indicator of the management and operation status of a power supply organization. Not only could information collecting system provide accurate real time power loss data, it could also separate the power loss into three divisions according to their source, which would target the power loss causes more accurately, increase the efficiency in lowering power loss and improve the management of a power supply company.Regarding how to resolve the difficulty in finding the location of a smart meter, GPS based asset management system could be built. In combination with an illustration of the information collecting system, real time on site enquiry and navigation would be realized.Overall, the study on the application of information collecting system would be valuable and inspiring to the improvement of power grid construction in Liaoning Province.
