As necessarily electronic equipment, marine navigation radar plays a significant role in avoiding collision, ship positioning and pilotage in narrow waterway. Nowadays, with the rapid development of shipping industry, cargo merchant vessels and fishing vessels have increasing demand for marine navigation radar, however, market and technology of marine navigation radar in China is controlled by the other countries. Therefore, developing marine navigation radar with our own intellectual-property rights possesses great market value and significant sense.The overall design and system control of marine navigation radar are introduced in this paper. On the one hand, theoretical foundation of radar system and factual requirement are combined during the overall design process. Usability of the system is confirmed at first, through which, the main technical indicators are confirmed, and then the general plan is schemed out, at last, some theoretic argumentation is done to prove that the design is reasonable and the program is correct. On the other hand, system control including radar timing controller, IF digital module, servo controller is designed based on FPGA with the basic principle of top-down and modular approach is followed. Every part of the system control is validated by hardware testing. Some factors such as simplicity, easiness, economy, reliability are considered whether in overall design or in system control. Some different solutions are proposed in system constitution, timing controller and digital IF processing.Finally, field test including two stages is done after the assembly and the debugging process. Distance detection function of the radar host is verified in the first stage, the results shows that targets at28kilometers away can be detected. All the basic functions of the system is verified in the second stage for the entire radar systems including radar host and display and control terminal.
