Vehicle Navigation System is generally understood as navigating the driver’sroute by Global Positioning System (GPS) and map. In fact, that is part of its function.Vehicle Navigation System can be defined as In-Vehicle Infotainment.In-Vehicle Infotainment (IVI for short) also mean vehicle integrated informationprocessing system is based on vehicle bus system and internet service by usingvehicle-specific central processor.Telematics is a portmanteau word made of telecommunications and informatics.It can be loosely described as vehicle wireless internet system that based on thecomputer system of automobile, train and other conveyances. It provides a specificservice by wireless communication and LBS. Telematics is a mean to achieve internetservices of IVI. It is also an important part of vehicle networking. Telematics willprovide more services with the increasing development of wireless communicationtechnology and the coverage of mobile network.Telematics which provides people security, convenience, entertainment and otherservices in driving is the trend of automotive network technology. Telematics whichoccupies an important position in vehicle networking is also a mean to achievevehicle networking. It can serve as channels of traffic management to alleviate trafficpressure when its user base reaches a certain size.This paper analyzes the development status of Telematics and the view aboutrepresentative functions of Telematics, emergency rescue and operator function.This paper introduces the main services of emergency call and operator functionsin Telematics, such as setting the destination, weather broadcast, displayinginformation, making calls and so on. These services are presented and described bythe use case diagrams. The operator function is described by module diagram and thepaper also describes the relationship between these modules. It introduces the maintechnology of using the operator function, including the introduction of the operatingsystem. The operator function achieves the collaboration between these modules through a variety of communication methods in processes and threads. It transfers thelocation of the vehicle to the server by using the Socket network to upload anddownload the data when making calls. This paper also describes the implementationof demand of each part by using sequence diagram, including operating function,sending the location, calling service between driver and calling center, establishing adata connection with the server and downloading data which provides servicesaccording to the data of server and local features.The services of Telematics based on the services provided by wirelesscommunication which is the core element. Therefore, the functions that introduced inthis paper have an important reference for the realization of functions of Telematicsand its future development. The services of Telematics will enhance thecompetitiveness of automobile. The development of Telematics will play a key role inthe process of car networking and intelligent transportation.
