With the rapid development of air transportion, a variety of auxiliary software for flight procedure design also came into being. This paper is based on the "three-dimensional design system for instrument flight procedure" system which includes flight procedures automatic designation, obstacle clearance evaluation and three dimensional analysis and rendering. The system supports point-like obstacle type, it usually use the supreme point to characterization the height of obstacle. This way has some negative factors when the topography of airport terminal is complex. Firstly, the amount of data is huge; secondly, if the obstacle is relatively large and flat, nevertheless its slope is small than the descending slop of MOC, this obstacle may not be measured at proper position. Currently designers usually use artificial ways to fill the gap during the process of flight procedure design. But, the artificial way to evaluation is not only makes the number of specimens small but also makes the precision low, which makes taking DEM data into computer-aided design of obstruction evaluation sessions necessary.According to the provisions of Doc8168which is published by ICAO, the following aspects were studied in this project. Through analysing the rule of obstacle clearance to get the clearance model of every type phase of flight procedure; through deep research of the organization form, the topology structure and index access mode of DEM spatial data and program the accesses algorithm, cutting method and space search method of DEM data in type of raster and contour with the help of ArcEngine; Combined with obstacle evaluation model of flight procedure, this paper proposes a fast search algorithm of huge contours in protection areas based on iterative dichotomy; The points stored in every contour line is uneven, to solve this problem, this paper processes a method-grid the protection areas.At the end of this paper, taking the final approach segment of an airport as an example,this paper finished the load, save, combine analysis with protection areas and automatic evaluation of the grid and contour form of DEM data.
