The implementation of Performance Based Navigation (PBN) is an important part in thestrategic strengthening plan of China’s civil aviation. Its application and promotion will have asignificant impact on flight operations, airborne equipment, airport construction, navigation facilitieslayout and airspace of China’s civil aviation. It has an active role in promoting the continued safety of civilaviation, improving the flying qualities, increasing airspace capacity, reducing the input of groundfacilities and energy saving. PBN technology is a dynamic emerging technology. International CivilAviation Organization has revised several times on PBN Manual and guidelines. But some aspectshave not been covered. Some norms, standards are in the process of constant improving and upgrading.By collecting and studying domestic and abroad materials associated with PBN(including theoretical knowledge and design examples), studying the composition andcharacteristics of PBN, this paper analyses design standards of flight procedures,characteristics and airworthiness requirements under the condition of different PBNnavigation, phases of flight, terrain, demand conditions. The paper combines with the statusand needs of Suining airport in accordance with the methods and ideas of PBN procedures forprogram design. By means of analyzing and researching applicable PBN procedure of Suiningairport, the paper determines the applicable PBN standards and designs PBN flight procedureof Suining airport. By making use of C language, the author develops computer programs ofcalculation relating to PBN procedure design. Through programming on the platform ofMatlab, author realizes simulation of obstacle evaluation through APV segement. It can notonly displays the shape of APV-OAS and the relationship of APV-OAS and obstacles, but alsobe viwed in the form of zooming in or out from any angle through3D rotation. Finally, inorder to draw objective and reasonable conclusions, fuzzy-AHP is used to evaluate PBN flightprocedures of Suining airport from three aspects of safety, economy and convenience.
