With the rapid increase of air traffic flow, higher requirements of flight procedures have been put forward, the factors and indicators of flight procedure become complex. So it needs for a complete, objective and comprehensive index system on the comprehensive evaluation of flight procedures, but there are not have a complete assessment of flight procedures and practical evaluation methods at home and abroad. Based on this, the papers drew on the views of experts on flight procedures, and in view of the main problems of the airport terminal area's flight procedures and ICAO documents Doc8168, and established the flight procedures evaluation system. Next the papers use AHP to calculate the corresponding index weight and identify the various indicators of membership according the flight procedures of the evaluation index system hierarchy. Fuzzy comprehensive evaluation model in accordance with the evaluation step, from low to high layers calculate the final evaluation results. With software engineering modular design concept, the papers developed instrument flight procedures aided design and simulation system, which provides a simple and efficient design of flight procedures, and can be completed on the design of a three-dimensional simulation of flight procedures, greatly improving the flight procedures for evaluation and optimization of efficiency. Then adopted to achieve the above theory and method, the flight procedures of Kunming Airport has been evaluated, designed and optimized, and prove the method is reasonable. Finally, the paper summarized the results, and put forward the assessment and optimization method of flight procedures and related issues.
