| Based on the review of the research background and significance, the definition and connotation of water resources and the utilization efficiency of water resources were discussed, the advantage and the important strategic occupation in the economic development position have been outlined for the need to study the Bohai Bay Economic Rim. The status of water resources which is the main factor influenced on the economic development of Bohai Bay Economic Rim was briefly analyzed, and the present situation and the problems of water resources existed in Bohai Bay Economic Rim were also introduced. In order to achieve better development, water saving society and promoting social and economic sustainable development, improving the utilization efficiency of water resources of Bohai Bay Economic Rim are the key solutions. In the current study, the C2 R model and BC2 model of data envelopment analysis is used to evaluate the efficiency of water resources utilization of Bohai Bay Economic Rim from 2001 to 2010. The results were comprehensively analyzed according to the time sequence, spatial sequence, comprehensive efficiency, technical efficiency and scale efficiency, the Malmquist productivity index method was applied for analysis of the integrated efficiency change, technical efficiency change and scale efficiency change on utilization of water resources of Bohai Bay Economic Rim from 2001 to 2010.Through the above research and analysis, we found that the utilization efficiency of water resources in Bohai Bay Economic Rim is generally good, especially in Beijing and Inner Mongolia area; the comprehensive utilization efficiency change of water resources appears overall rising trend. During the study period, the key factors to improve the comprehensive utilization efficiency of water resources in Bohai Bay Economic Rim is to promote the technology efficiency, and to increase science and technology investment will help to further improve the utilization efficiency of water resources of Bohai Bay Economic Rim. During the study period, the main factor for limiting the rising of the comprehensive usage efficiency of water resources utilization in Bohai Bay Economic Rim is the scale efficiency of water resources utilization, water-saving engineering and optimization of industrial structure will help to resolve the severe situation of water resources shortage in Bohai Bay Economic Rim.This study has important significance on the promotion of the sustainable development of regional economy, and on improvement of the efficiency of water resources utilization of Bohai Bay Economic Rim. |
