Our country is a nation of water shortage, though the water resources are not rich, but the phenomenon of wasting water is very seriously and the problem of imbalance in supply and demand is very outstanding. The total amount of water in our country is 2.81 trillion cubic meters and in the world our country stay after Brazil,Russia, Canada,the United States and Indonesia ranked sixth. Though our absolute quantity of water is abundant,but due to the large population, per capita water resource is greatly lower than the world average.It was only about a quarter of the world per capita, ranked after one hundredth, and our country is listed as one of the world’s few country poor in per capita water resources.The problem of water resources has become the urgent problem to solve.The eighteenth national congress of the communist party of China report also emphasized the problem of water and it mentioned that “Strengthen the management of water resource protection and water usage, push the progress of the water recycles, and build the water-saving society ”.Hence, the comprehensive and objective study of water usage efficiency and seeking the factors relating to the water efficiency are significant for the policy-making of water.The current work has analysised the water usage efficiency of our country and probed the factors relating to the water efficiency based on the successful experience and important results of the domestic and international related investigations. At first,Data Envelopment Analysis(DEA) was successfully employed to calculate the efficiency of water usage in different region of our country.The result tells us that overall level of water use efficiency is still very low in China, the differences of total factors water use efficiency between regions are very large. The distribution pattern in space is descending from East to West.Then, it analyzed time series data from 2000 to 2012 of the 30 provinces by using Malmquist Total Factor Productivity Index method.The result tells us that the enhancing of the total factor water resource utilization efficiency relys on the improvement of total factor productivity, and it is necessary to fully realize the importance of technology progress, the level of management of water resources and the efficiency of resource allocation.Then,the variable intercept-fixed effect model is used to analyze the influence of China’s water use efficiency factors, where water use efficiency considered as the dependent variable and provincial panel data would be used. And it comes to the industrial structure, the level of economic development, water abundance,industry structure and per capita water consumption are important reasons for China’s water use efficiency. Finally, the work found some recommendations and methods to improve China’s water use efficiency based on the empirical results.
