In recent years, the world has occurred many times the big regional power grid instability and blackout, this kind of situation has attracted many researchers’ attention, and actively seek effective measures of prevention, hoping to reduce the impact and the loss of this kind of problem to the minimum extent. Modern society is more and more rely on the power supply, how to restore the grid after blackout quickly and restore the normal operation of the system have been paid attention by people. A lot of power departments have established their own recovery scheme, and achieved good results in practice.Fast restoration of the power system is of vital importance. However, the existing optimal objective and model to start-up all the generators may cause problems that some of the generators are ramping while others are waiting. In order to solve this problem and taking the generator regulation characteristics into consideration, we present a minimizing variable constrained maximum value model to describe the actual problem. Through introducing a time variable t, the variable constrained optimization problem is converted to a constrained optimal power flow problem, which can be solved by using interior point method. Applying the proposed model and method, the optimization method considering the characteristics of the generator for power system black start is proposed in this paper, it is showed that the proposed algorithm is an effective way and can obviously reduce the restoration period of the system by using numeric tests. Actually, the algorithm has been used in guangdong power grid black-start decision system. The method of utmost to accelerate the process of system recovery in FCB condition with islanded operation has been summarized through the system.
