In recent years, Several large scale blackouts happened both domestic and abroad approved that ensuring securely and the stable operation of power systems are becoming more and more difficult. The black-start scheme of power system with high efficiency can effectively reduce the recovery time and reduce the loss. Therefore, the Black-start scheme of electric power system has become an important subject of modern power system security defense. However,there is a lack of systematic research results about power system black-start. Power system black-start decision-making method and the scheme is the premise to ensure the rapidity of power system restoration.This paper introduced the background and significance of the research,and summarized the basic theories and basic concepts of black-start, and the trend of the furtherresearch was discussed also. The second part of this paper discussed the main decision making method and the main problems involved in the course of power system black-start. For example,the security check and the optimal control during generator black-start. On this basis, this paper presents a thought of Power System Black-start Strategies Based on the decoupling idea. However, if one focuses on the tasks of power system restoration, for example, the targets of different stages during a restoration process, different restoration strategies share some common characteristics. Therefore, an alternative methodology to establish a generic system restoration decision support tool is to model restoration process as a combination of targets. The concept of generic restoration subproblems provides a toolbox to assist power grids in system restoration planning. After analyzing the system conditions and characteristics of outages, system restoration planners or operators will select a series of subproblems from this toolbox to establish a restoration strategy. The example verifies the feasibility of the strategy proposed above.In the end, this paper introduces the intelligent decision support system which developed according to the theory, and demonstrated its man-machine interface.
