No matter the reality demand or High-speed Rail innovation technology, China High-speed Rail needs to implement the economic application. In consideration of the characteristics and limitations of the ICE3 technology, this paper proposes and demonstrates the restriction of the anti hunting series stiffness to wheel-rail matching technical parameters,and the larger anti hunting series stiffness improve, the more restriction will produce.Prototype of ICE3 bogie tries to implement advance correction of bogie unstable sinusoidal oscillation phenomenon by anti-hunting absorbing-band mechanism. But, due to the instability frequency speed, it exposed 2 negative effects of the anti hunting high frequency impedance: 1 Restrictions on the wheel-rail matching technical parameters; 2 Lateral vibration coupling mechanism. From the perspective of sustainable development, we should correctly cognize innovations and technical characteristics of the ICE bogie, especially the restriction on wheel-rail matching technical parameters. We should take substantial technological improvements to make the passenger dedicated line into railway lines, and expand the project investment income, such as the application of cross line locomotive or express freight.This thesis is mainly divided into 4 parts: 1 Through analyzing the railway lines of TGV and ICE, we understand the current ICE3 bogie technology innovation characteristics and limitations, and realize the ICE3 prototype design flaws and the restriction on technical parameters of wheel-rail matching, and expound the main reason of that restriction; 2 Using analysis method of vehicle stability state to analyze the three kinds of typical motors stability states, and verify the conditionality of wheel-rail matching technical conditions;3 Further,applying reverse reasoning method, if the wheel-rail matching technical conditions cannot be met, it will increase structural technical service costs, even lead to rubbing of wheels or treads and wheels service security issues, for instance vibration of power wheels’ gear box shell cracking; 4 Finally, as the research prospect, aiming at ICE3 prototype design flaws, this paper make a brief introduction of technical improvement measures.Using the vehicle stability analysis and dynamic simulation of nonlinear method successfully demonstrate restriction of ICE3 prototype design on the wheel-rail matching technical conditions. Such as Germany ICE, its’ equivalent conicity is not less than 0.10,while the Chinese CRH High-speed Rail shall be not less than 0.16. The conclusion has been fully confirmed by results of line test and dynamic simulation.
