With the social development and progress, water has become from renewable natural resources into a major contribute to global strategic economic resources and the environment. Due to differences in the amount of water resources in different regions is very obvious, so how to choose the correct method to use reasonable regulation of water resources is a major problem in in China at Present should be solved. Firstly, the concept of "water resource system" is introduced. From the perspective of system to establish a coordinated optimal allocation model of water resources for recent development of China is considered. Therefore, a coordinated optimal allocation model is established from three aspects of water resources systems of "Social-economic-environment". While maximizing the social, economic and environmental benefits for the optimization goals to seek the optimal solution, the best water supply scheme for coordinated optimal allocation of regional water system is found out eventually.Shandong Province is taken as a pilot; "water consumption restraint red line" is taken as limiting condition, based on large system hierarchical optimization theory, the model of coordinated optimal allocation of regional water system is built. The evolution rule of total water consumption and water use structure of Shandong Province 1995-2012 years is analyzed. Main driving factors of changes in total water consumption are identified by LMDI into four factors as economic level, industry structure, water use intensity and population size, etc. Theory of fuzzy clustering iterative is used and Shandong province is divided into 3 water utilization structure-driven type region in order to use different allocation schemes in different regions in the view of the actual situation and lay the foundation for developing water resources system simulation partition management mode. Ⅰ region where the main driving factor is economic level, including Qingdao, Weihai, Yantai, Weifang and Rizhao five cities; Ⅱ region mainly effected by industrial structure, including Binzhou, Jinan, Laiwu, Linyi, Dongying, Zaozhuang, Zibo, Tai’an eight cities; Ⅲ region is main driven by water use intensity, including other four cities of Dezhou, Heze, Jining, Liaocheng. Water System coordinated optimal allocation model of Shandong Province is decomposed into four layers and three levels, the purpose of optimizing the overall water resource system of Shandong Province is achieved ultimately.Multi-objective on Genetic Algorithm is used to optimize the model decomposed gradually, the optimal water consumption allocation scheme for 17cities of Shandong Province on the three departments of agriculture, industry, life is found out.And In order to achieve the best optimization index, the water supply and using in each cities of Shandong Province were optimal allocation coordinately according to the Water supply situation in the year 2020.The optimal allocation results show that the water supply of department of the agriculture、industry and life in each Shandong cities can not only meet a certain level of water demand, but also ensure the local GDP、social、 economic、environmental benefits and the overall efficiency maintain optimal, as well control the waste of water resources in a certain extent.
