Water is essential for human's survival and development. It is also the basic conditions for the sustainable development of social economy. The conflict of water resources supply and demand is more sharpen because of the rapid growth of population, the continuous improvement of living standards, the rapid economic growth, more and more high demand for quality and quantity of water resources and the serious water pollution in the Blue Economic Zone of Shandong Peninsula. Therefore, optimal allocation of water resources will effectively alleviate the shortage of water resources in Blue Economic Zone of Shandong Peninsula, which is significance for creating a beautiful and comfortable nature, humanities water environment and water ecology landscape, the blue economic zone construction of civilization and green economy industry.This study is based on the modern water network construction in Shandong province. It is according to the functional requirements of the sustainable utilization of water resources in Shandong's river Unicom and dual water features. And also it is based on the most strict water resources management system, the present situation and forecast analysis of supply and demand of water resources in the forward planning level years, and established river water resources optimization deployment model in the case of river unicom, launches optimization allocation of water resources of the Shandong peninsula blue economic zone under the river unicom research. In order to optimize the allocation of water resources, to provide theoretical support between regional water resources with social economy system, and mutual promotion and harmonious relationship. The results of this paper is as follows:(1) Selected the Shandong Peninsula Blue Economic Zone as the research object, analyzed the regional situation and the present status of the water resources to find out the existing problems in the Shandong Peninsula Blue Economic Zone. Based on dual water features under river network and structure type water supply and consumption devided the Shandong Peninsula Blue Economic Zone into Qingdao, Weihai, Yantai, Weifang, and predicted the water demand and water supply, which is a foundation for optimal allocation of water resources in Shandong Peninsula Blue Economic Zone.(2) The social, economic and ecological goals of the optimal allocation model of water were built based the water network planning of Shandong Province with the local water characteristics and the most strict water resources management system of "three systems". The constraint conditions of water resources optimal allocation model of set partition were determined according to the most strict water resources management system of "three line", then the water resources optimal allocation model suitable for the Shandong Peninsula Blue Economic Zone was built. According to large system, multi-objective and nonlinear characteristics of the partition water resources optimal allocation model, and adopted swarm intelligence algorithm to obtain the optimal objective solutions under the different water supply scheme.(3) To deal with the solution problem of the high-dimensiona nonlinear and multiobjective optimization of the complex large system, put the social economy, water management and water resources carrying capacity as principles was set up to block out the water resources optimal schemes, and the multi-objective fuzzy optimization model was adopted to select the optimal objective solution in the Shandong Peninsula Blue Economic Zone. At the same time, the multiple objective theory of hierarchical coordination model was adopted to achieve the optimal allocation of water resources optimal scheme between partitions and large-scale system. After the discussion, optimal allocation model is reasonable and the results are significant, which provides decision-making basis for sustainable utilization of water resources in the Shandong Peninsula Blue Economic Zone planning.
