In recent years, the contradiction between the rapid development of the national economy and the shortage of energy supply become more and more intensified, the energy crisis has become one of the important factors of economic development in our country. In order to effectively alleviate the tense situation of China’s power supply at the present stage, as well as to meet the development requirements of the power system, the power enterprises, especially thermal power enterprises, urgently need to increase production capacity, and improve operational efficiency. In this macro environment, there is a substantial increase in a class of capacity increase efficiency transformation projects which thermal power companies provide, but at the same time, there are still many defects and irregularities in the effect evaluation of thermal power companies’ capacity increase efficiency projects at present.This paper chose 1# steam turbine compatibilizing modified project of XB thermal power enterprise as an example, which aims to analysis and evaluate the comprehensive effect of the compatibilizing modified project scientifically and systematically. This paper firstly combed the research status of technical renovation project effect evaluation at home and abroad, and elaborated the related theory and method of the coal-fired power enterprise technical renovation project evaluation. Secondly, introduced the plan and implementation of 1# steam turbine compatibilizing modified project of XB thermal power enterprise comprehensively. On this basis, we conduct individual evaluation on the project from the three aspects of the achievement degree of the objectives of the project,the technical level and the effect of technological transformation, as well as the comprehensive benefits of the project; Finally, the evaluation model was constructed to evaluate the thermal power enterprise capacity increase efficiency transformation projects with the use of fuzzy comprehensive evaluation and then carried out the after-project technical economic evaluation of XB power generation technical transformation project using the comprehensive evaluation index system constructed, and draw the corresponding conclusions. This article built a comprehensive evaluation system of thermal power enterprise capacity transformation project with the combination of technical analysis and economic analysis, individual evaluation and comprehensive evaluation, the research methods and research findings included have certain theoretical significance as to improve technical and economic evaluation of the capacity increase efficiency transformation projects of our thermal power enterprises.
