As the industry with the sustainable development of people’s quality of life, at present, the global industry continues to develop and change, the leisure industry shows a stable growth momentum. The development of leisure industry is gradually becoming an important starting point for the city to adjust the economic structure and change the mode of development.. However, what is not coordinated with the development level and the potential of the leisure industry is that the domestic research on the leisure industry is still in the primary stage at present, the theory system of the leisure industry has not been formed, and the planning of leisure industry lacks of theoretical guidance. This paper first establishes the basic theoretical framework of leisure industry. Secondly, based on the analysis of the development situation of leisure industry in Circun-Tai Lake Zone,District Wuzhong, the structure and layout design of the leisure industry in this region is carried on.The main conclusions of this paper are as follows: The first is based on the research on the basic concept, classification of leisure industry and so on to analyze the development and distribution of the leisure industry, sums up the four modes of development of leisure industry and four kinds of layout patterns; The second is through the analysis of the present situation of leisure industry in Circun-Tai Lake Zone,District Wuzhong, by reasonable selecting of key industries, it carries on the design of the structure of industry chain of the leisure industry; The third is through the research on the the sensitive elements leisure industry layout and industrial layout, it builds the cohesion system of the leisure industry and space layout, and puts forward the layout scheme of "one core"(leisure core ring of Jinting Town, Dongshan Town), "one axis"(leisure axis surrounding Taihu), "two complexes"(Resort award leisure complexes and lake spa complex), "multi sections"(22 leisure areas) in Circun-Tai Lake Zone,District Wuzhong.
