Energy conservation and emission reduction is a necessary requirement of sustainable development, with the intensification of global climate change and its impacts, extensive development of low-carbon energy, the use of low-carbon technologies and the establishment of a low-carbon development mechanism have become a social and economic transformation of the new wave of unstoppable. To implement the national energy conservation and emission reduction policy, it is necessary to introduce generation right transaction mechanism, which promotes the high generation cost and the large carbon emissions power units to sell its part or all plan contract power to the low generation cost and the small carbon emissions power units, so as to achieve the target of energy conservation and emission reduction.Although current generation right transaction, which is mainly based on the bidding of the generation cost, can make the generating units with low energy consumption achieve more generation right, however the implementation of the prospective emission reduction target cannot be ensured. Besides, in generation right transaction the security margin is not pre-set aside, so there is a certain operational risk. In allusion to this, a generation transaction model, in which the preset emission reduction is taken as the constraint and under the premise of ensuring the secure operation and voltage stability of power system the minimized total active power output of power system is taken as the objective, is proposed. The proposed model can meet the demand of power system in the aspects of economy, environment protection and operational stability. The proposed model is solved by primal-dual interior point algorithm, and the correctness and effectiveness of the proposed method are validated by simulation results of IEEE 30-bus system, IEEE 39-bus system, IEEE 57-bus system and IEEE 118-bus system. The proposed model implementation can avoid the government mandatory cuts on the economy caused by the distortion and provide a basis for the scientific decision for operation personnel, for electric power industry to carry out the strategy of sustainable development is of great significance.
