Research On Risk And Control Of Outsourcing In Power Engineering Project

Power engineering is one of important construction projects to promote the development of power industry, to meet the country’s economic development and people’s demand of, and has huge investment, long cycle, high technical requirements, etc. Power engineering project construction, therefore, often take the form of outsourcing, meaning that the outsourcer lets the project to other contractors, so as to reduce the pressure and disperse the risk of construction of the power engineering project. Power engineering project still has a bigger risk after outsourcings, which influences the efficiency of and quality of electric power construction. Therefore, the outsourcing risk management and control of electric power engineering project is necessary to ensure the safety and smooth of the construction of electric power project.The outsourcing risk management and control of electric power engineering project include the outsourcing risk identification, assessment and control of power engineering project. Based on the background, significance, present status and the theory of the engineering project outsourcing, this paper identified the engineering project outsourcing risk, then build a relevant model to make an effective evaluation of it, and puts forward risk control measures of the electric power engineering project outsourcing. The main contents of this paper are arranged as following.First, combining with the characteristics of electric power project, project outsourcing, and the characteristics of the project outsourcing risk management, this paper sums up the connotation and features of risk management of power engineering project outsourcing, as the theoretical basis, providing the basis for risk identification, evaluation and control; Secondly, through the whole lifecycle methods, we identify respectively the risk of electric power project at various stages, and the risk factors of power engineering project outsourcing in different stages. From the Angle of the body of the electric power engineering project outsourcing process, we has carried on the induction and analysis:the outsourcing risk of power engineering project ralated to the electric power enterprise, the contractor and project aspects, and then we make specific analysis of the risk sources; Thirdly, according to the result of risk identification and analysis, based on the three sources of risk, we set up an outsourcing risk assessment index system of power engineering project, and build the corresponding risk assessment model, that is fuzzy AHP, to assess the project outsourcing risk identified, and points out the key risk factors of power engineering project outsourcing process combined with empirical research conducted on the specific case. Finally, according to the result of risk identification and assessment, namely the outsourcing risk sources from identification and the significant risk factors from assessment, we put forward internal and united control measures of risk of electric power project outsourcing.
