| As the progressive deepening of economic globalization and industrial specialization,outsourcing was initiated in developed regions like Europe,the US and then,has been expanded to the whole world.In the trend of business refocusing and increasing cost of human resources,with its advantages of cost reduction and efficiency promotion for enterprise,outsourcing is becoming prevalent and extensive in application.Equipment maintenance outsourcing,an emerging management model,has been verified to assist enterprise to decrease cost and focus on developing core business in various fields.While to construction projects,the maintenance management of owned equipment is crucial to construction schedule and cost,which is gaining increasing attention by construction companies as there existing kinds of risks when substituting outsourcing for self-management.Firstly,through collecting abundant documents and introducing the background of the research,this paper introduces characteristics and equipment allocation of Wahdat-Javan Railway Project,Tajikistan.Secondly,by analyzing the reasons and modes of equipment maintenance outsourcing of the mentioned project by brainstorming,this paper identifies the main risks of equipment maintenance outsourcing of the project.Finally,the risk assessment model of equipment maintenance outsourcing is established to evaluate the risk of equipment maintenance outsourcing of Wahdat-Javan Railway Project by Delphi Method and analytic hierarchy process,and it summarizes the measures to deal with the key risk events of Wahdat-Javan Railway Project from three aspects of risk prevention,risk mitigation and emergency measures.After the research of equipment maintenance outsourcing of the project,this paper structures an operable risk assessment system and management strategy of equipment outsourcing,providing analysis and approach for decision-making of equipment maintenance outsourcing for other construction companies. |
