Today, with the continuous development of China economy, the domestic big city traffic problems become increasingly serious. How to solve the problem of urban traffic has been one of the major problems we must faced in the process of urban development. Countries around the world generally realized the fundamental way to solve the problem of urban traffic is the priority development in urban rail transit which as the backbone of urban public transport system. Urban rail transit has many particularity which have a huge one-time investment, long construction cycle, point and line combined with large population, and building involves many urban resources and land development and the redevelopments of them. To a certain extent, it has a guiding role on the development of the city. Therefore, the urban rail traffic planning research has important practical significance. Through the rail line network planning evaluation and the rail transit planning and construction sequence, this article takes Nanjing rail traffic planning as an example to study.In view of the rail transit line network planning evaluation, first of all, on the basis of a vast amount of literature research, this study systematically summed up the evaluation index system of urban rail transit line network planning, put forward six typical evaluation indexes, and analysed the quantitative indicators in detail. This study uses the mathematical prediction model (include population forecast model and trip intensity forecast model) to make predictions on the development of Nanjing city, and calculates the line network plan evaluation indexes. In the end, with the compare of the more perfect urban (Beijing) rail transit in our country, this study points out the deficiency of the Nanjing rail communication network planning, and gives some suggestions about it.For the construction sequence of rail transit planning, first, through the methods of questionnaire survey and statistics, this study sums up the five influence representative indicators of rail construction sequence, calculates various kinds of parameter values, and builds the decision matrix. Through the combination of subjective (AHP method) and objective (entropy weight method) methods, this study establishes the mixed weight coefficient of indicators. Using range transformation to deal with the parameter values, through the TOPSIS method, it establishes the theory sequential of rail transit planning construction. Last, through the comparing of theoretical results and the actual planning, it points out the problem of the rail transit planning construction sequence in Nanjing and summaries it.This study is about urban rail transit planning, it can contribute to the improvement of planning scheme, and makes it achieve the optimal in the layout and construction schedule.
