With the rapid development of technology and economy, new technologies, processes, equipments and materials are emerging.110kV-500kV high-voltage transmission lines gradually become a major domestic transmission line grid. With the determineing of make advancing "Yitesida" strategy as the guiding ideology in "Thirteen Five" grid planning of State Grid Corporation, the construction of UHV transmission lines get faster development. With the rapid socio-economic development of Zhejiang, the annual capital investment in transmission line project is increasing. However, in the investment process, initial investment calculation, funds for construction drawing and completion of final accounts will be over budget estimates because of imprudent calculation. Therefore, it is necessary to strengthen and optimize cost management of power projects.Transmission lines projects has the following features:broad geographical scope, big differences on design conditions and many uncertainties. These features cause great difficulties for the design, construction and operation of transmission line projects and put forward higher requirements for cost management. Therefore, scientific and rational approach should be found for managing the cost over every stage. Scientifically management of transmission line cost is the need for the optimization of economic benefits and lean and intensive management.In this paper, the main research goal is the transmission line project cost management in Zhejiang province. Firstly, the theory and methods of project cost management is analyzed. Secondly, the current situation, development trend and existing problems of transmission line project in Zhejiang gird are analyzed. Then, based on total cost management theory, optimization strategies for transmission line project cost management is proposed. Finally, estimation model for project cost management based on fuzzy theory is applied and a case study based on Zhejiang Province is taken. This paper can provide a reference for cost management over all stages of the transmission line project and provide methods for estimating investment decision-making.
