In-depth market-oriented reform and large-scale new distributed energy access to the distribution network, has brought new opportunities for research on distribution pricing theory and practice. Distribution network has a natural monopoly characteristics, so reasonable allocation of distribution network costs is one of the focus of problems that develop electricity transmission and distribution and ensure the healthy and sustainable development of power grid enterprises. Meanwhile, with the penetration rate of distributed generation technologies in low-voltage distribution network continues to rise, and adjustable load matched with distributed power supply continues to develop, new types of distribution network service user groups. The difference of output characteristics between the distributed power and the conventional power, and between the adjustable load and conventional power, further exacerbate the complexity of the reasonable cost-sharing of the distribution networks. In this paper, the research object is the distribution network system consists of distributed small hydropower, this article focuses on the fixed costs, which are main components of the distribution network, and establishes fixed cost allocation model of distribution network containing Distributed Power.This paper studies two key issues that the fixed cost allocation of distribution network involved, the definition of the allocation subject and their cost responsibility, and the definition of the state of the reference system which is based on by the cost allocation of distribution network. On this basis, the paper establishes a multi-scene, multi-body fixed cost allocation model of distribution network. The model comprehensive using downstream and upstream tracking method, reasonably define the cost responsibility of both sides subject contains the supply side and the user side which using the distribution network services, wherein the body involved include distributed power, the main network power supply, adjustable load and general load. Secondly, the model takes into account the impact on the responsibilities of subject cost which comes from the volatility of distributed power and the flexibility of adjustable load, based on the joint analysis of the volatility of distributed power and the distribution of load peak load demand, establishes a multi-scene state of the reference system of the cost allocation of distribution network, and then establishes a multi-scene fixed cost allocation model of distribution network. Finally, the validity of the multi-scene, multi-body fixed cost allocation model of distribution network has been verified by the improved IEEE-33 bus system example in this paper.
