With the rapid development of national economy in China, the command of electric power supply and the disparity of electric value between peak and valley have become increasingly severe. As cool storage air-conditioning system separates cooling capacity in preparation and using time, it’s significant in electrical load balance regulation with the method of chipping peak off and filling valley up. The temperature and humidity independent control air-conditioning system regulates temperature and humidity whith its subsystem respectively, which satisfy people’s pursuit of indoor air quality for nowadays. Therefore, theoretical analysis and practical application of water storage air conditioning system based on temperature and humidity independent control(CWS-ITHC)were proposed in this paper.On account of fresh air processing, which is the core issue of temperature and humidity independent control system, the methods and principles of dehumidifying methods, and the parameter determines are proposed in this paper. The conclusion that method of cooling dehumidification is more suitable for the CWS-ITHC system than other methods is drawn. CWS-ITHC system use ventilation and air conditioning during the transitional season.the temperature range that fresh air is obtained that Fresh air is used as natural energy or by cold treatment.In this paper, system principle and design method based on temperature and humidity independent control system were expatiated fist, mathematical model of the main energy consumption modules including refrigeration units, chilled water storage tank, pump, and cooling tower were established then, and the hourly energy consumption and cost of system were modelled last, which in the platform of matlab.Meanwhile, several methods of load prediction were explained, reasonable operation schemes were also proposed by load forecast simulation with DeST and engineering practice. The hourly energy consumption, COP value and cost of CWS-ITHC system model were obtained. Whih the constract of regularsystem, the performance of CWS-ITHC system were proved to be better.
