With the rapid development of China’s economy, the road unimpeded rigid demand is tests the service capacity of road system, China’s urbanization development planning policy, the development of urbanization, urbanization planning will become the mainstream of economic development in the future, arises at the historic moment of cities and towns in vehicles increase sharply, the construction of highway will be connected, the booster of urbanization development "way".Congestion management ability, has become the important index test hard power of a country, with the rapid development of our economy and road traffic has long been a problem does not adapt, highway fees issue has always been the hot topic in government departments at all levels and the social public, and the tendency of present increasingly prominent, in order to realize the macroscopic demand of economic development, in order to completely solve the "evil" of the highway, automatic charging methods based on RFID technology will be the ultimate solution.RFID technology originated in the United States, to the late 80 s of the 20 th century, the technology began to enter the commercial field and gradually mature. The technology to reverse the passive low efficiency brought by the artificial way to charge, because of its fully realized highway automatic charge, will be the important technical method to solve the problem of highway traffic. RFID technology in the form of a non-contact signal to realize information transfer, fast and efficient information identification is one of the important characteristics of this technology.This paper focuses on widely used in the world, and the system using the road tolling system with good effect for the key indicators, to obtain the relevant data and after a series of experiments, the basic system model is established, first to realize the goal of automatic fare collection。This paper discussed the core not parking charge system design and implementation. System USES at present the three most popular open source framework, namely the Struts 2.0, 3.0, 3.0 and Spring Hibernate Struts 2.0 management of the front desk page break and call control and Hibernate 3.0 responsible for database connection and ORM mapping database transaction management, such as Spring 3.0 be responsible for the management of the Bean and the management of the container. These three frameworks with the MVC pattern as the core, to complete their respective functions, thus formed highway no parking charge system based on RFID technology core of the background.Finally, in this paper, the results of the system are summarized.
