State Grid Corporation is a multi-level managed company, in order to meet the needs of management authorities at all levels, headquarter, branches and provincial companies, has established their business systems and data centers, and thus there are large amounts of data exchange in the three-level data centers and between business systems. With the building of State Grid’s "three focuses and five bigs" system, the role of dispatching and control center in smart strong power system is obvious. So the construction of power dispatching data exchange platform is extremely important. At present, the information system of Power Dispatching & Control Center has formed information islands due to less consideration of data exchange during the system construction. Based on the characteristics of power dispatching system operation and management of data, the data is divided by several levels and systems, and data exchange platform involving provincial and regional dispatching has established to break the barriers among different departments of the dispatching control center.Methods of data exchange for the power industry area are focused in this paper. To meet the demand of data exchange in power dispatching business, combined with the leading SOA technology, data exchange platform facing power dispatching trade is put into use. The construction of the platform has improved the information sharing among the departments of Power Dispatching Control Center and among the different external systems, unifying interfaces to the external systems. The exchange platform mainly consists of modules of data exchange, data exchange processes and data exchange management.In this thesis, the main line of software engineering thought, the four aspects of requirements analysis, design, implementation and system integration are described. Begin with the exchange platform xinjiang power scheduling background data, analyzing the actual business needs, the overall design framework has been determined. Currently, paper-based data exchange platform has been achieved and is put into trial operation. Commissioning for six months, the system is in good condition.
