The development and reconstruction of town is an important composition of urbanization and improving the housing condition is the symbol of increasing people’s living standards. In recent years, with the rapid development of economy and the acceleration of urbanization, the society has entered into the period of transformation from rural community to urban community. Along with the large scale investment on urban construction and reforming of housing system, the real estate industry has been prosperously developed into the main pillar industries of national economy. However, the special qualities such as long construction cycle, large scale investment, numerous participations and uncertain factors bring on more risks and loss to real estate enterprises. In order to control risk and pursue the profit, they have to find out effective risk management measures to minimize loss and ensure the success of this project.Dawangying street and Xianchuyuan street in Huimin town have many shacks which have a long history, shabby structures. People here are living a underprivileged life. In connection with the situation, Huimin county Party committee puts forward Huimin shanty town reconstruction project to help people in straitened circumstances have a better quality of life and living environment.In this paper, the author takes "Huimin shanty town reconstruction project" as a case study, using the basic theories and methods of project risk management combines with the project’s own characteristics, to identify and evaluate the risks of the whole lifestyle which including decision-making stage, pre-project stage, under-construction stage and rental stage. And then they get an evaluation index system of this project and the chief risks which include security risk, technical risk, management risk, economic risk and nature and society risk. The author takes advantage of AHP and Fuzzy Synthetic Evaluation Method to evaluate the project risk. After the identification and evaluation, it is concluded that Huimin shanty town reconstruction project has a higher risk. If the project is accepted, the contractor must have very excellent management level and pay more attention to the risk’s control and response. Meanwhile, the labor security, the existence of architectural design, the organization and labor power, the quality risk and the government policy exert a more tremendous influence. The paper brings out corresponding measures to prevent, reduce and avoid the chance of risk accident of security risk, technical risk, management risk, economic risk and nature and society risk. Meanwhile, we should control the risk which has occurred. According to the study of Huimin shanty town reconstruction project, they hope the project managers could be aware of the risk damage and improve the ability of risk management.
