Relay Fault Information Management System is a technical support system that monitoring and manage protective relay devices, also the information collection grid failure, the auxiliary analysis and decision-making system, which is normmally monitoring protective relay devices, fault recorder and other secondary devices, which also can be remote operated and managed. when power grid failure, the system quickly collected the secondary device records the fault-related information, a comprehensive analysis to determine the cause of the failure, evaluate Protection Action, assisted dispatching personnel decisions, greatly improve the level of automation of failure analysis process. In order to meet the newer and higher management methods needs of power enterprise to operate and maintenance, as well as the trend of substation running without personnel, by study existing information management systems and current developments related systems at home and abroad to have more in-depth understanding, based on that, this article propose new thinking about information collection and procedure when grid fault or device alarm happens, briefly describes some of the technical concepts involved when design and development of personnel dispatching management system. This article introducing software engineering technologies when practise implamentation the Relay Fault Information Management System of Sichuan power Maintenance Company and shows detailed design and part pf the implementation of results.This design of the telecommunications business trouble ticket management system using B/S model and C/S mode, the overall framework of mixed programming, that interact with the server browser, client-server architecture and communication structure integrated whole, using the popular MVC three-tier architecture, the system’s model layer, view layer and control layer separation, the purpose of decoupling has been reached to facilitate system development and maintenance. System based on J2 EE development platform to Tomcat as a system application server, database server using SQL Server2005. In this paper, the various functional modules from the system requirements analysis to the needs of modeling with the UML modeling are designed and implemented some of the features.The research and design, expected results is the establishment of telecommunications enterprises trouble ticket management system, integration of digital automation system, and make the system as network management and telecom network operators to promote the telecom companies a powerful tool to help companies effectively improve the fault work order management for enterprises to create greater value.
