In China’s inland areas wind resources are not rich and electricity demand large,not the development of a centralized wind power, and distributed wind power has faced widespread difficult management problems, this in order to solve the above problems propose new wind patterns based on power development experience of China’s wind- decentralized wind power. Currently it less domestic planning studies,mostly policy interpretation, more in-depth study of this article decentralized wind power planning. Decentralized wind power integration into a single point of access and multiple access two forms, paper focuses on multi-access study. Firstly, based on the concept of distributed wind power on a large scale analysis of wind power and wind power distributed similarities and differences, as well as current trends.Establishment of a multi-objective mathematical programming model based on constraint programming method, the net present value benefits to developers and maximum node voltage stability as the objective function, for different forms of distribution grid node capacity proposed based on the principle of marginal cost is preferred, and through on semi-invariant random flow method to calculate grid node voltage and branch power more limited probability as a major constraint in planning,based on the improved decimal floating-coded genetic algorithm optimization example screening plan. Finally, based on the data in a grid numerical example is analyzed optimization experiments under different targets for different designers to provide a theoretical reference to meet their needs. Decentralized development of wind power as a trend in recent years, research in this paper provide a theoretical support and practical value of decentralized planning and development of wind power.
