To ensure the safe and reliable operation of power system, reserve especially spinning reserve is needed. The total amount of spinning reserve is usually determined by traditional deterministic method which takes the fact that the system is safe as the first fact which is taken into account, when the stochastic factors are seldom taken into account. In recent years, the size and number of the grid-connected wind power enhance rapidly. In order to consider the uncertain influences of the wind power on the power system reserves, by taking wind power integrated system as the research object and combining the energy saving dispatching of power generation that our country launches at present,, this paper constructs the probability density function of the wind power forecast error and establishes a mathematical model of procuring spinning reserve basing on the chance-constrained programming in which the uncertain and stochastic factors are considered. The model reflects the influence of abundance lever of spinning reserve on the economy of system by setting the constraint condition. The analysis shows that under the premise of system reliability, the economy of this model is better than the traditional model, and the reliability is better when the wind power forecast error obeys the probability distribution established in the paper than the normal distribution and the model can realize the balance between the reliability and economy of system.
