With the rapid development of the national economy, vehicle population increasing, due to the constraints of existing infrastructure, investment, resources etc., as well as transportation facilities is lagging behind the growth of supply, transportation obvious contradiction between supply and demand, there has been a series of "travel difficult", "parking difficult" urban traffic problems. In order to effectively alleviate the traffic pressure, making road traffic smooth, many well-known scholars ameliorate residents travel by adjusting the structure, to improve the traffic congestion. Currently, in many to ease congestion and guarantee smooth, parking proved to be an effective tool.The goal of this paper was to develop a reasonable parking rate, adjust the travel structure of residents and to ease urban traffic pressure. Firstly, it established the Logit model of parking effects based on random utility maximization and calculated the car-sharing rate, the ratio of residents choosing to abandon the car at different levels of parking rate. Secondly, the understanding expected utility of travelers who driving private cars was equal to the probability of selecting this mode in utility perspective. Then building function of understanding expected utility that was impacted by sharing rate based on the parking expectations of travelers who driving private cars, in addition, the understanding expected utility of travelers was different when the parking rate was at different levels. Finally, this paper derived the function of satisfaction according to the relationship between function of understanding expected utility and function of satisfaction, then it analyzed the sensitivity to parking of travelers who driving private cars. This paper carried out an empirical research taking Xi’an for example and put forward feasible suggestions from regional division, regional function and parking facilities.This paper mainly used the methods of theoretical and empirical, qualitative and quantitative to estimate the parking rate and determine the threshold of the parking rate in utility perspective. The results of this research showed that: the understanding expected utility increased with the increase of parking rate and remained unchanged when it reached a fixed value; otherwise, the satisfaction of travelers who driving private cars to parking were negative, the speed of satisfaction reduced with the growth speed of parking rate and the degree of reducing was related to the travelers’ awareness level of parking, when the travelers’ awareness level of parking was higher, the degree of reducing was slower and vice versa, when the travelers’ awareness level of parking was lower, the degree of reducing was faster.
