With the development of social economy and the growing of the automotive industry, automotive amount in our country increases rapidly, it promotes the development of the transportation industry. However, it also highlighted a number of issues, such as traffic jams, traffic accidents and transportation management confusion. Traffic accidents cause serious loss of people’s life and property, while the other issues reduce the work efficiency and economic benefit. To solve these problems, a vehicle monitoring and management system based on 3G network is developed in this dissertation. In this system the collected vehicle GPS information, automotive video information and alarm information are sent to the vehicle monitoring and management center through 3G network, so that that the monitoring and management center can real-time monitor the speed, position, load and vehicle condition of the vehicle. This system can also interfere with the driver’s behavior of over-speeding, overloading and so on, to ensure the running safety of vehicles, and to improve the transportation enterprises’ management ability and emergency handling ability.The work of this dissertation is as follows:(1) Some theories and technologies which relate to vehicle monitoring and management system are researched, including the technology of GPS, 3G network communication, Baidu Maps, video capture and compression, database, and so on.(2) Architecture of vehicle monitoring and management system is analyzed, a solution based on C/S structure is proposed. Through comparing various networking modes between the vehicle terminal and monitoring management center, a networking structure is selected, and then, the hardware’s which is used in the system is chosen.(3) The function modules of the vehicle terminal and monitoring management center are developed. This system can achieve the function of monitoring vehicle location, vehicle speed, vehicle real-time information, displaying running track of electronic map, alarming and so on.(4) Some experiments are conducted to test the performance of the developed vehicle monitoring and management system. Each module of vehicle terminal and monitoring management center as well as the function of the whole system are tested. The results show that the developed system can achieve all the functions, including the collection of vehicle’s GPS data, the display of vehicle’s track, the supervision of speeding and drivers’ behavior, vehicle condition monitoring and information recording. This system meet the design requirements.Conclusions as a result, the design scheme is practicable, all anticipant functions can be achieved.
