Intelligent transportation system will be applied to the entire transportation management system with the advanced information technology,data communication transmission technology,electronic sensor technology,electronic control technology and computer processing technology.Its core is to process and analyze a mass of traffic flow data through a variety of traffic analysis model,so as to form effective control strategy, improve the efficiency of transportation.The original traffic flow data is the foundation to realize "intelligent transportation",and car inspection device as a common fixed point detector,the parameters of its acquisition such as flow,occupancy and density is widely used in many transportation applications,and is the most common,abundant data sources.The main purpose of this paper accesses the quality of the inspection data of the road network and the necessity of setting position aim at whether the data integrity rate and accuracy of highway vehicle detector can meet the needs of traffic application,and whether the layout position is more reasonable.Finally the paper integrates two aspects of data quality and setting position to calculate the detector network effectiveness of provincial highway.It provides the method of evaluating the use value of detectors for the administrator.Before the data evaluation, the first is to preprocess the data including data cleaning and repairing.Error data is filtered through base filtering, threshold selection and the relationship of the three traffic flow parameters to judge step by step.Then using quartile repair method, use the inspection data of a certain period of time full year to repair the missing data of one day a certain period of time. Through comparing the traditional repair algorithm and the quartile repair method of this paper, it is concluded that the error of the quartile repair method is lower, and is more effective.Testing data quality assessment includes accuracy, efficiency, integrity, uniqueness, stability etc., Combining these factors using the weighted average method for evaluation.the necessity of setting position of the vehicle detector accords to the of traffic behavior analysis, event detection, traffic control and traffic planning, on the use of the four aspects for evaluation. Network effectiveness of the vehicle detector is a combination of the data assessment results and the necessity of setting position.Eventually,the vehicle detectors of a section in shaanxi province are studied. Through analysising and Comparing the detector network effectivenesses, the paper gets scientific conclusion to help managers to make scientific decisions.
