?Tarim River is the longest continental river in China. It takes an important place in carrying out the development strategy in Xinjiang. However, many environmental problems have been brought about by the irrational utilization of water resources, which mainly include the reduction of streamflow, salinization of surface water, stream dry out at the lower reaches area, degeneration of vegetation, unceasing deterioration of ecological environment, etc. The sustainable development in the watershed has been seriously influenced. So that the Chinese government begin to harness the Tarim River by engineering and non-engineering measures recently, in order to enhance the integrated management of water resources and to improve the management level.On the basis of consulting to a number of literatures both at home and abroad, analyzing the present situation of basic information system for Tarim River watershed, understanding the trend of international water resources and IT application actualities, the feasibilities of the Basic Information System(BIS) are studied in this thesis.1. According to analyzing the present situation of the basic information system, it is pointed out that the present situation of basic information can't meet the demand of short-term harnessing of the Tarim River and management of the watershed. It is necessary to establish a practical, credible, advanced and efficient BIS for the Tarim River watershed.2. The goal and task of the system is expounded, which includes the establishment of an integrated system including data collection and data management, making the management of Tarim River water resources practical, and providing the basis forz.Xl'AN UNIVERSITY OF TECHNOLOGY THESIS FOR ACADEMIC DEGREEmodernization of the watershed.3. It is designed the strategy for establishing the system. The BIS is composed of the data collection system, the data transporting network system and the data base system. The data collection system includes hydrologic data collection ecological data collection, irrigative data collection, remote sensing image data collection? graphics data collection, etc. The data transporting network system includes the local area network and the world wide web network, etc. The data base system includes the attribute database and the spatial database.4. Keeping to the balance of economy and technology, it is analyzed the technical course for the system establishment in the thesis. At the same time it is discussed on how to select the rules for software and the platform development.5. The benefit analysis is made based on economic, societal and ecological consideration. It is shown that the BIS will benefit to the economy, society and ecology of Tarim River watershed greatly and it may take an important role in enhancing the management level and sharing information resources, etc.
