Shaanxi province seize the opportunity of west development, realize the construction of highway network developed rapidly, and has achieved remarkable results, has played a strong support on the country’s economic construction. In the same time, the road traffic safety and the contradiction between illegal overload becomes more and more serious. The widespread illegal overload phenomenon led to more serious damage and outstanding traffic safty problem. Vehicle axle load spectrum can be good for traffic load forecasting, for road structure design, pavement maintenance to provide accurate data. Based on the existing axle load spectrum data, analysis of the current drawing problems of axle load spectrum; Combined with the fact, design the "axle load spectrum output software", compared with the traditional method and verified the software, obtained the ideal result; Applied the design of the "axle load spectrum output software" to shaanxi longguan highway toll overrun testing station, get the praise of the company which had used the software.This thesis analysis the current highway toll of the WIM system’s present situation and future development direction, simple introduced the digital signal processor(DSP), which processing the ability of high-speed real-time signal, combined with neural network which is an intelligent algorithm applied to the idea of highway WIM system. According to the needs of the axial load data, designed the vehicle types, research method of axle load data, time selection and so on; Focused on the design process of the "axle load spectrum output software" by using Visual C++6.0 platform. In this thesis, the "axle load spectrum output software" is made up of four core sections: data import module, data classification module, axle load spectrum drawing module, the man-machine display module, and introduced the function of each module and the main program code respectively, and introduces the use of the software; By using the method in the thesis and traditional method to compare the vehicle axle load spectrum, validation the "axle load spectrum output software", all obtained the ideal result; Applied the "axle load spectrum output software" to shaanxi longguan highway tolls overrun testing station, obtained satisfactory results.
