In recent years, along with the rapid social development and the rapid increase of vehicle ownership in China, road network congestion has become a common social phenomenon. Road network congestion lead to frequent occurrence of traffic accidents, and the occurrence of traffic accidents intensified the traffic congestion, which form a vicious circle, even lead to paralysis of road network. Therefore, taking the necessary measures of road network management and road network control to induce the road network car flow reasonably and effectively has become a problem to be solved in current.Road network running status discriminate and service is the important link for effective road network management and control, which is a research focus for traffic experts at home and abroad. Based on the full analysis of the research status at home and abroad, this dissertation carry out a research into the following three aspects.Firstly, on the basis of the roadside equipment collection technology and onboard equipment collection technology, this dissertation puts forward a car road interactive road network traffic information collection technology. And a data fusion model based on federated kalman filter is established to fuse the roadside equipment collected data and onboard equipment collected data. The data from elevated road in some city is used for data fusion experiments, the experimental results show that the data fusion model based on federal kalman filter can effectively improve the accuracy of the road network traffic data.Secondly, based on fuzzy comprehensive evaluation theory, the vehicle average speed and occupy rate is selected as evaluation index to establish a car road interactive network running status discriminate model, and the microscopic traffic simulation software VISSIM is used to verify the established discriminate model. The validation results show that this model can accurately discriminate the road network running status.Finally, the road network induced method are studied, based on the DSRC technology, the car road interactive road network induced framework is designed; and this dissertation put forward a vehicle induced method based on road impedance function,which can provide travelers with K optimal path by K optimal route method under restricted searching area with the constraint. And this dissertation use the software to verify the method, the validation results show that the method can provide K optimal route guidance scheme with good road network running status for drivers, it can make the drivers to avoid congested setion effectively, quickly arrive at the destination.
