In recent years, Car parc and amount of traffic have increased dramatically in china, leads to traffic congestion more serious, traffic accidents more frequent, environmental pollution more aggravated and casualties and economic losses increased, have a strong impact on Chinese sustainable development. Many experts at home and abroad continually explore to solve traffic congestion. Large researches show that it is difficult to work only relying on road construction and traditional traffic management in the face of increasingly complex traffic problems. Car-road collaborative system takes advantage of advanced information and communication technology to improve traffic management way and the transport ability of road network, it is considered to be one of the effective means to ease traffic congestion, improve traffic safety, reduce traffic accidents and environmental pollution etc.Roadside hotspot service equipment is the basal link for effective intelligent transportation system, road network management and road network control, therefore,the scheme that how to lay roadside equipment always has been a research focus. Based on the full analysis of roadside equipment layouts at home and abroad, first, this paper compares and analyzes the common traffic detectors, which are selected to install on the roadside hotspot service equipment. Second, the characteristics of all kinds of road are analyzed, the road network is divided into two categories, highway and city road. According to the characteristics of two categories roads, two layouts are given. For highway, the travel time estimated error is considered while the event happens; for city road, the layout is given based on graph theory and matrix theory. Third, the road similarity matrix is calculated, the cost and efficacy are considerd based on practical application to establish the two-objective optimization model, the tolerance analytic hierarchy process is used to solve the model. Finally, a survey that the traffic information collection equipment of road network are surveyed is carried out to further optimize the layout scheme. The case calculation was given in the end of paper, the microscopic traffic simulation software VISSIM is used to prove the results. Results show that the optimization model are used to lay roadside equipment in the road network, the traffic information can be collected comprehensively and high-accuracy, the strong guarantee is provided to the dicision makers of road network management.
