In the ancient times,The ancestors "living by the water”, "water for drinking, fishing,farming, transportation and advantage to evil". Today, the function of water to the city has already been coupled with the cultural, aesthetic and ecological demand, beyond the category of life support and transportation. Water system construction is regarded as the important carrier of the city image, especially in mountain city. But many cities fell into the dilemma of "lack of water" and "water treatment" after the development and construction to the two wings of the river. How to manage and use water have become the essence of water system planning.In mountain city, the complex geographical environment bred the rich drainage system, its characteristics are different from the plain city in terms of resource characteristics, spatial characteristics, ecological services, disaster prevention and control. These features also leads lots of outstanding problems across water system construction in mountain city: complex drainage structure vulnerable to the building construction, land use along the river more directly influence to water environmental, riparian zone ecosystem more fragile,potential natural disasters coexist with various pollution. On the issues of the characteristics of water resources in mountain city and problems in the construction, combined the practice with empirical study based on related literatures, this paper summed up the multiscale conjugate method of water system planning in mountain city: multiscale decomposition and the focus of the work——structure molding at macro level(the spatial scale of city planning area), control the land use from middle view(hydrologic unit scale),control the elements in microcosm(the secondary channel spatial scale); planning measures——System carding and building water system space structure at macro level, integration of land use along the river and associated hinterland from middle view, Classification and grading control riparian ecological factors in microcosm. technical method——identify natural process and catchment hydrologic unit with the aid of GIS analysis at macro level, Integration of land use and construction of environment related hinterland area of riparian zone in space and function from middle view, guarantee water ecological function and avoid potential hazards by the means of the riparian ecological zoning and vegetation configuration in microcosm.1. Chapter one. After analysising the problems of city water system and its Planning, the paper has summed up the problems of mountain city water system binding its properties. Focus on the particular problems it has proposed that the key to research the methodology of mountain ciy water system planning is organizing system, integrating land, and controling ecological factor. This chapter also provides an overview of the structural content such as research methods, research papers and other frameworks.2. Chapter two. This chapter main to expound the basical research of water system planning. It is about the development of city water, theoretical study process, features of mountain city water system in terms of resource characteristics, spatial characteristics, ecological services and natural disasters, research scales and the point in different scales, the relathionship between water planning and space plainng in the planning frame. At the last of this chapter, it clear the water system planning issues of mountain cities.3. Chapter three to five is the core of the pater. This three chapter have proposed the key content and methods of water system planning from the macro, meso and micro scale respectively. At first, the macro space is about urban planning area, the key of planning is to analysis and organize the water system. It is about that using GIS technology to extrct the natural netword of mountain city water system, using point, line, surface and multi-dimensional planning river systems, lakes and reservoirs, ecological corridor system, landscape system and so on. The fourth chapter mainly organized the land use combined with the feature of land use in associated drainage area, through the analysis of the relationship between features and space structure of mountain water system and urban land from middle view. Mainly includes: Ecological land organization association environment area, vegetation protection and green space protection; organization of production land and spatial organization of life in construction area. At last, focus on the micro riparian zone level, for the purpose of ecological protection and disaster protection, chapter five try to find the method to control structural elements of riparian zone including length, density, width, by analysising the riparian function and structure, and summarize ecological construction and disaster protection methods and approaches.of riparian at this stage.4. Chapter six. Aiming at the problem of water system planning and management, this chapter has proposed a integrated management model based on the guidance of river basin management, at the same a planning management system and the operation mechanism operable.have been proposed to guide the water system to built.
