In recent years, large commercial buildings,singing and dancing entertainment and other public gathering places, Heavy casualties and property losses caused by fire is increasingly serious.When dealing with the aftermath, that wouldcause mass production and living difficulties, bring social unrest element, also bring enormous pressure to local government because of inadequate compensation.So the fire public liability insurance with a social public welfare is promotedunder the guidance of the government.Most of existing fire risk assessment models were built from the macro perspective of the urban area or building types, namely, by building their own fire safety, safety management, fire fighting and rescue forces, local fire supervision status, etc. And fire risk of the same type of buildings varies with the situation of facilities maintenance and fire safety management. Therefore, when the insurance company underwrites thefire public liability insurance, the existing modelsare not suitable for the fire risk evaluation and insurance supervision afterunderwriting.the fire risk assessment index system of large commercial buildings which can reflect the situationoffire facilities maintenance, it has important theoretical and practical significance, from the angle of fire public liability insurance.Based on the analysis of the fire risk assessment and the present situation of the fire insurance research at home and abroad, to understand the maintenance of fire control facilities and devices of large shopping malls in Chongqing with field studies; to know the present situation of promoting fire public liability insurance in Chongqing by consulting. All of these constitute the foundations of building fire risk assessment system.Fire risk assessment is establishedwhich is applicable to fire public liability insurance, on the basis of the research, considering the reliability of building fire system, according to the relevant principles, combined with the relevant expert advice. First grade indicators are the building active fire protection, passive fire protection and fire fighting management as the same level including six aspects: building passive fire protection, sprinkler system, fire hydrant fire extinguishing system, smoke control and extraction systems, automatic fire alarm system, fire safety management. The components which have significant influence on function of primary indicators were chosen for the secondary indicators. Tertiary indicators are determined reference to the relevant the rules or regulations. The weights of level and secondaryindicators are calculated by the structureentropymethod. Tertiary indicators are scored according to the actual situation of maintenance and related laws or regulations.Then, based on the analysis of deficiency in the existing premium calculation model and comparing the existing correction methods, combined with the level of fire risk assessment, coefficient of fire protection facilities and fire public liability insurance rate correction model are put forward. Finally, this article selects a commercial building in Chongqing for example calculation and analyses the rate and safety of the building.
