With the development of economy, energy gradually becomes the bottleneck of restricting the development and building energy consumption is also getting more and more attention of the relevant scholars. Due to the global warming and the city of accelerating the process of the influence of such factors, building energy consumption accounts for the proportion of total social energy consumption is increasing. In order to alleviate the energy demand, Chongqing municipal government attaches great importance to energy conservation building, continue to strengthen the construction of energy-efficient management. This paper studies the effects of climate change on energy consumption of buildings in Chongqing. It can provide scientific basis for the construction of building energy conservation policy, changes to the engineering design parameters and the prediction of building energy consumption.This paper first analyzed the characteristics of the average temperature, average maximum temperature, average minimum temperature, daily range of air temperature and extreme temperature in Chongqing city from 1951 to 2010 between the air conditioning and heating period. The temperature changes alternately back and forth but the overall is on the rise during conditioning period. The variation of nearly 30 is more obvious. During the heating period, the temperature has a weak increasing trend.Then analyzed the change characteristics of refrigeration days, air conditioning degree days, heating degree days, heating days in Chongqing city in recent 60 years.It also studied the relationship between the average temperature and air conditioning degree days, air conditioning index, heating degree days, heating index and then got the evaluation model of cooling and heating energy consumption effectiveness based on the relationship. Among them, the air conditioning and the average temperature anomaly index linear correlation is higher than the percentage of air conditioning degree days and the average temperature anomaly anomaly correlation, it is recommended to use air conditioning index as a measure of the effect of the cooling energy consumption index. During The heating period, it can also consider the heating index and heating degree days measure the effect of heating energy consumption.Finally, the dynamic energy simulation software e QUEST was used to build office building model and then got the building energy consumption data from 1981 to 2010. On this basis, analysised the affect of climate change on the air conditioning system of the model building. In addition, this paper analyzed the related data and put forward two kinds of the equation for estimating the energy consumption of air conditioning system. At last, the estimation equation was tested by using the energy consumption data of 2011, 2012 and 2013.
