Research On The Index Construction Of Regulatory Plan Of Ecotype Town

The 18 th National Congress of the Communist Party of China vigorously promoted the construction of ecological civilization and indicated that Chinese characteristic new urbanization would be an inevitable requirement of our country’s economic and social development and set the "beautiful China" as a magnificent goal of ecological civilization construction in the future. The propose of ecotype town is based on the awakening of ecological civilization and guides the direction of China’s social and economic development. Meantime, as the "Urban and rural planning law" passed, the status of the control detailed planning has been promoting day by day. It plays a core role in the urban and rural planning system and the expansion of the planning area enables the regulatory plan work of town to be done. But as the theory and practice of town regulatory plan are still in the initial stage of exploration, the pertinence of compilation and research on specific index is rare even though there are a number of research results. As one of the main types of the development of towns, ecotype town’s regulatory plan index should be more targeted and adaptable which requires the regulatory plan to keep pace with the times and adjust promptly to improve itself constantly.In view of the above questions, this research put forward new index of ecotype town regulatory plan. Through exploring the characteristics and potential of ecotype town and basing on the existing problems and development trend of regulatory plan index, ecotype town regulatory plan index aims to maintain the natural ecological balance and to eventually enhance urban living environment and the quality of life in town.The key point of this research is the proposal of regulatory plan index of the ecotype town. Firstly, in the essay the direction of research and related concepts are determined and it analyses some related basic theories, such as sustainable development theory, landscape ecology theory, regional differentiation theory, control theory and other related theories and it defines its guiding significance. This section systematically analyses the connotation of ecotype town, judging standard and index system, and concludes the background, development process, position and function, contents and existing problems of regulatory plan, and it summarizes the special requirements of regulatory plan index of the ecotype town. Meantime, this section stipulates the guiding ideology, principles and methods in the founding of regulatory plan index of the ecotype town. On this basis, the research sets up regulatory plan index database of ecotype town. Through the extraction and analysis of index from seven aspects of the utilization of land, building construction, supporting facilities, behavioral activities, ecological en vironment resource development and community economy, the research forms the regulatory plan index system table. Ultimately, according to the research results, taking the Hongshi Town in Huadian City of Jilin Province as an example, the research evaluates and rethinks Hongshi Town’s regulatory plan and determines the objectives and principles of its optimization and from all controlling factors perspectives practices upon the regulatory plan index of the ecotype town. Finally, suggestions are given on optimization of regulatory plan of the ecotype town from aspects of target, control system and administration to improve the coverage of the research accomplishments from the nonphysical perspective.
