Boiler water treatment system is acknowledged as an important prerequisite for safe economical operation of the boiler. The latest statistics exhibit that rate of all boiler accidents because of improper water treatment was a whopping 75 percent. The production and reproduction of risks, the dynamic change of human behavior and thoughts, all can be converted into the engine of the boiler accident. Therefore, it requires a train of the safety system engineering thought, and a comprehensive and systematic analysis and assessment for studying hidden dangers of boiler water treatment system from a macro point. In this article, power plant boiler water treatment system was studied as the main object, and two methods that inherently safe design and layers of protection analysis were used in risk assessment of performance to prevent corrosion and scale formation of boiler water treatment system, and contrast analysis of the risk level of pre and safer design. The main contents are as following:The principle analysis of corrosion and scaling for boiler water treatment system, and construction of risk assessment methods were made. According to GB/T 12145-2008 and TSG/G 5002-2010, water quality testing data provide from 13 power plant boilers of Foshan 5 companies was analyzed, and the simulation experiment for corrosion and scaling was conducted to show its effectiveness in the laboratory. Based on the principle of risk assessment technology for advanced control of accidents, the inherently safe design method and layers of protection analysis method were built for studying the dangers laws caused by corrosion and scaling in boiler water treatment system and determining the risk factors.The inherently safe design method was used in risk analysis for boiler water treatment system. The feed-water, boiler water and steam should reach the standards prescribed by the state, which depends on the selection of reasonable water treatment technology and equipment. With improvement of technology and high reliability of equipment, enterprises realize safety management, risk control and accident bud removed. In this paper, starting from the connotation of inherently safety, safety design and safety factors of the water treatment system were investigated and analyzed. A set of inherently safety system and its evaluation index system applied in boiler water treatment system was established.The method of layers of protection analysis in risk assessment for boiler water treatment system was used. With the inherent equipment dangers and other complex environmental factors existing, some layers of protection were necessary for the decrease of risk beyond effective advanced water treatment technology. Therefore, from the consideration of chemical process safety, the layers of protection analysis method was adopted in risk assessment for the joint action of each layer of boiler water treatment system, to determine whether existing protective layers were enough. To be considered highly in people’s lives, the humanistic management thought should play a positive role in the Enterprise Staff Protection.Based on implementation demand for scale and corrosion risk assessment and water treatment equipment inspection maintenance priority, the collecting information of corrosion and evaluation result of protective layers were organized, and risk early-warning programs for anticorrosion scale inhibition used in boiler water treatment system were made, in order to predict the state overhaul sequence in advance.
