The traffic congestion of large airport has become an important bottleneck that restricts the air traffic operation, and a new challenge and problem, faced by air traffic management. In order to improve the airport operation efficiency under CDM and alleviate the economic loss, social conflict and environmental impact caused by airport surface congestion, it is important to study the characteristics of airport departure congestion and work out with the runway departure time slot resource prediction and departure flight take-off control method.This paper is driven by the problem of large airport congestion, takes the characteristics of airport departure congestion as connect point, and uses the airport departure capacity prediction and flight collaborative pushback control as its technical core. Therefore, a systematic research on the characteristics and management problems of the large airport departure traffic congestion is done by this paper. Firstly, in this paper, by using the cellular transmission machine theory, the airport scene static network structure is simplified to cellular, and transmission model of traffic flow cellular automata is established. By using the Netlogo simulation platform, the changing process of the departure traffic congestion is deduced, and pattern of influence that arrival rate and pushback rate have on the traffic congestion is analyzed. The key problem is then raised. Secondly, in this paper, the characteristic and forecast method of airport departure capacity and pushback control strategy of airport departure flight are studied respectively. The envelope drawing method and function character of current airport capacity are analyzed, and the method to determine the envelope line of airport capacity which is based on quantile is established. In the current mechanism of CDM, the framework of departure flight collaborative pushback control, which takes collaborative virtual queue as core concept, is built, and then the definition method of critical departure requirement is raised, and so is the pushback control method based on threshold value and the departure flight control method based on system simulation. What’s more, by using the pushback control system based on departure flights of Netlogo, the effectiveness of pushback control is verified under pushback strategies of different airline companies and system simulation.
