In recent years,the air-traffic volumes of passenger and freight and the number of flight in China has been growing every year. The present Air Route Network(ARN for short) developed and pushed by the demand in the 1950 s and 1960 s, which exposes problems increasingly such as low operating efficiency and poor agility. The structure defects of ARN and sustainable growth of air traffic flow has made our country to face the plight of the airspace congestion, flight delays, and the air transport advantage of fast and high efficiency was caught. However, the current modification cannot solve it fundamentally. How to planning ARN reasonably and scientifically has turned into the core of increasing airspace efficiency, enlarging operating capacity and bringing down the operating cost of ARN.Combining with the background and research status of ARN planning, this paper regarded the ARN planning as the research target, analyzed the environment of the ARN optimization, concluded the substance of modeling, and then boiled the ARN optimization down to the layout of ARN nodes in "Fragmented" airspace. After that, the optimization model was set up with the objective of shortest path, constrains of PRD avoiding, circuitous rate, cost of flight line, scope limitation. In order to solve the optimization model, the grid method was introduced to establish space modeling for planning, and the cellular automata model was also introduced to be combined with to summarize the characteristics of ARN optimization, then the solving rules of optimization model was formulated to solve the problem of ARN layout under restricted airspace. Then, three kinds of indexes associated with social, technical, traffic were put forward basing on road network planning to evaluate the optimization model,and the traffic capacity of ARN was firstly be defined and classified as one of the traffic indexes of ARN evaluation model, and its expression was deduced according to the relevant documents.Finally, five typical air routes in ZBPE has been selected to optimize by setting up optimization model on the basis of the detailed description of ZBPE actuality and the dissecting of ARN defects,and the visualization of optimized data comes true depending on Arc GIS Engine secondary development on.NET framework,then comparison figure before and after optimization of five air routes/segment layout scheme is given.At the expense of the 0.578% increase in operating costs,the accessibility,dynamic nonlinear coefficient, traffic capacity are all have been better,so the reasonable and effective of the model and solving method in this paper were fully demonstrated.
