With the rapid development of civil aviation in our country, the expansion of the domestic airline fleet size, demand for the pilot has risen sharply.According to the civil aviation administration of China, our country for the civil aviation flight trainees training scale has been ranked top in Asia.Pilot training is a special training. The flight students’ personal information, the information of flight training, aircraft and the flight training program information and other data which is produced in the process of pilot training institutions daily flight training has very important significance to ensure the safety of flight training, trace the training process and analyze training effect.To meet the domestic civil aviation pilot training quality and strengthen pilot training organization management requirements, to ensure the basic data management of the civil aviation flight personnel training accuracy, timeliness and data sharing. this paper carried out flight training record system based on CCAR- 141 ministry of research and development work.To the requirements from Civil Aviation Adiministration of China(CAAC) and realistic demands for pilot training agencies from relevant CCAR-141 regulations, this article, which is based on the detailed investagations of researches from both domestic and foreign related areas, performs an in-depth analysis of the(FTRS) from the angles of its information content, user types and functional demands of the authorization, accesses and protection. On this basis, the results of the typical business process, structure of the data system, and its development and operation environments can be achieved. Second, the research analyzes the implementation FTRS technology and the related theory, including the basic theory of the management information system, JAVA, B/S architecture, the JSF framework technology, JPA framework technology and the realization of the digital signature, etc. Used in the digital signature technology is studied the MD5 algorithm and its implementation steps. Then, based on the actual demand analysis of army and pilot training institutions, FTRS each function module is designed. With advanced, maturity, extensibility and modularity, etc for the system design principle, implements the FTRS from general function modules and the detailed design of each function module. At the same time needed for the design completed FTRS database management, backup module and network topology structure. Finally, based on the requirement analysis, design of FTRS and applicable technology, realized based on the FTRS CCAR-141 ministry, and fly in the CCAR-141 ministry training institutions for the practical application.
