| The construction of pilot safety performance is a key link to ensure the smooth and controllable safe operation,and it is also the core link to ensure flight safety.In the past,pilot safety performance was characterized only by subjective judgment,which only reflected that a pilot had inferior situation awareness and weak consciousness of regulations.It was difficult to objectively and accurately reflect the pilot’s safety performance level,which hindered the process of formulating corresponding improvement measures and thus failed to improve the pilot’s safety performance level.With the transformation from simulation to digitization in the present age,CCAR-141 flight training schools,as the cornerstone of the development of civil aviation industry,have attracted people’s attention for their safe operation level.As a leader in flight training,the safety performance level of pilot instructors is also very important and has to be paid attention to.Therefore,the evaluation and measurement of the safety performance of CCAR-141 flight training school pilot instructors are in urgent need of solution.In order to further improve the safety management concept of CCAR-141 flight training schools to the management concept of safety process and safety status,and improve the safety performance level of CCAR-141 flight training school pilot instructors,The safety performance indicators and evaluation model of CCAR-141 flight training school pilot instructors were studied in this paper.Firstly,the theory of safety management and safety performance were studied,and the general aviation safety management system and the safety performance theory of CCAR-141 flight training school pilot instructors were elaborated.Secondly,based on relevant manuals and normative documents,combined with the operational characteristics of CCAR-141 flight training schools,the rudimentary safety performance indicator system for pilot instructors was established.The indicators were selected by SMART principle and entropy weight method,and the safety performance indicator system of flight instructors of CCAR-141 flight training school was constructed.Then G1 method and improved CRITIC method were used to calculate the weight of the second-level indicator,and the game theory assembly model was used to obtain the comprehensive weight value,and the first-level indicator was calculated on the basis of triangular fuzzy number,and the composite weight model of index evaluation was completed.The fuzzy mathematics theory was used to improve the traditional TOPSIS method,so the problems subjectivity and ambiguity of the indicators were overcome effectively.Finally,a pilot instructor safety performance evaluation model based on fuzzy TOPSIS method was established.The effectiveness of the proposed approach were demonstrated with a case study,which can better identify the safety performance grade of flight instructors.The safety performance evaluation model based on fuzzy TOPSIS method not only has a certain practical significance for the safety performance management of CCAR-141 flight training school,but also provides a reference for its work of performance evaluation. |
