Research About Water Sustem Planning Strategy Of Town In Cold Region

With the new urbanization, town and village planning constructes and develops in the promise of no sacrifice of agriculture, food, ecology and environment, and begins to focus on the saving intensive and the ecological livable. Town and village planning also begins to make the ecological environment as the key direction, especially the water resources planning which is closely related with the rural production and life. However, the town and village water system planning develops extremely backward for the moment, the water system standards are relatively lack relative. The ignoration of water system planning in tranditional process of unbanization not only brings inconvenience to rural residents’ production and living, but also causes difficultily unrepairable damage to water ecological environment and water and soilconservation, and because of backward of the flood control facilities and countermeasures villages and towns often suffer serious losses of life and property. Due to the location and the hard weather term, cold area villages and towns’ water system has unique characteristics of cold regions, and has certain difficulties in planning.In term of studying the achievements of the severe cold regions’ village and town planning,water system planning, water ecological environment protection planning, waterfront space and landscape planning and renovation of water system and disaster prevention at home and abroad, waterfront space and landscap planning and renovation of water system and disaster prevention etc., the feasibility and essential of the study was specific.The resarch selected a typical village in sever cold area-Shuang Quan town, Suiyang town and Lang town and made on-the-spot investigations, such as water ecological environment, water landscape, water resource utilization and flood control and drainage and other aspects, summarized the present situation and particularity of rural water system planning in sever cold area, and then summarized the existing problems and restricting factors. To solve the extant problems,the article made the feature analysis of the water systems’ ecology, landscape, resource utilization and security dimension of the villagesin sever cold area. In the aspect of village and water system layout, the article analysed the influence of different distribution form and location to the villages in depth. The article summed up the factors which impacted water ecology in cold are from its own characteristics of the ecological environment elements,water ecological security pattern, waterfront development control and water pollution etc. Moreover make diverse macro,middle and micro levels of interpreations on water landscape framework, water landscape pattern. In the aspecet of water disaster prevention, the article made comparative analysis of flood disaster characteristics between village and city, summarized the influence factors of flood disaster in cold are, conducted thorough researchs to the engineering and non engineering flood control and drainage measures and technical methodsFinally, the article puts forward the corresponding planning principles and strategies from the aspects of the layout relationship between the village and water system, water ecological and environmental conservation, water landscape development and utilization, water use and flood protection and drainage project.
