For the past few years,because of the global climate change and the rapid development of urbanization,the natural hydrological cycle of cities has been seriously damaged,and the self-regulation ability of urban water ecosystems has been reduced,thus causing a series of water ecology and water security problems such as urban waterlogging and water ecosystem degradation.At the same time,the unique regional climatic characteristics and hydrological conditions of cities in the cold region make the contradiction between urban development and water ecological environment prominent,and the difficulty of implementing urban rainwater management has increased.Therefore,from the perspective of the coupling of water ecology and water security,this paper constructs a multi-scale planning system of the cold sponge city from the river basin,city and river reach,to meet the needs of urban rainwater and flood management,and to improve the water ecology,water security and water landscape functions of the cold sponge city,so as to provide theoretical basis and technical support for the development of the cold sponge city.Based on the theory of “pattern process scale” of landscape ecology,this paper puts forward the coupling theory of multi-scale water ecology and water security,establishes the theoretical framework and technical route,and further establishes the coupling theory of water ecology and water security The management and control theory and technical method of the sponge city are analyzed.The influence mechanism of the pattern and water ecological process and urban waterlogging is analyzed.The multi-scale management and control contents and related technical methods are expounded.Secondly,a multi-scale planning system of sponge city in cold area is constructed,which includes “Macro spatial coupling-Water ecological security pattern construction of watershed,Meso system coupling-Optimization of sponge city system in cold area,Micro functional coupling-Ecological restoration and measure construction of sponge riparian zone”,and put forward the corresponding system content and technical methods;Thirdly,taking Shenfu New Area as the research area of cold cities,the multi-scale space corresponding to the planning system is established.At the basin scale,the spatial coupling is carried out by using GIS spatial calculation and analysis method,and a variety of base elements closely related to the water ecosystem are extracted for coupling.In addition,different levels of water ecological security pattern should be constructed.According to the bottom line(low level),general(medium level)and satisfactory(high level),the forbidden and restricted construction areas should be divided to optimize the urban water ecological security pattern and provide a rigid framework for the coupling of the urban scale cold sponge system.In the urban scale,based on the spatial pattern of the basin scale,the urban multi-level drainage system should be integrated and optimized,The first is to optimize the sponge ecosystem in cold areas,improve the green infrastructure,determine the layout of water corridors and green patches,the second is to optimize the drainage network in cold cities,adjust the urban drainage network system by using SWMM model,so as to meet the drainage requirements in different rainfall recurrence periods,dividing management and control zones,and quantitatively calculating the scale of measures applied in each zone.Finally,the SWMM model is used to simulate and verify the scheme before and after optimization to verify the rationality of the planning scheme after optimization,and pay attention to the utilization of rain and snow water resources in cold regions to realize the optimal coupling model of sponge system in cold regions;at the river reach scale,the basin water ecological security pattern is taken as the rigid framework,and the cold sea is based on the urban scale The sponge structure layout and scheme design are carried out for the riparian zone in the study area,so that the water ecological restoration with cold suitability and low impact development measures are parallel in the design.At the same time,the cold plants in the riparian zone are optimized to realize the coupling of the functional elements of the cold sponge riparian zone.This paper involves urban planning,landscape ecology,water conservancy engineering and other disciplines and specialties,focusing on the level of urban planning and design,integrating a variety of related technical methods.Through the construction of multi-scale system,the planning contents of different scales of the cold sponge are made clear.Finally,the relevant planning theories and technical methods were applied to the practical plan to test the rationality and feasibility of the theoretical method and provide theoretical support and technical guarantee for the planning of cold sponge city.
