"National New Urbanization Plan(2014- 2020)," pointed out the modernization of urbanization is the only way, and the important way to solve the problems of agriculture and rural farmers, but in reality the "city" and "rural" gap makes this road go even harder, rural area development and construction lag not only be attributed to the single economic structure, severely affected by disasters, making the villagers’ income floating large, also restricts economic development and construction of village areas. Face the status quo of covering a wide range of rural areas and a large population, but through disaster risk analysis and carry out disaster preparedness planning is an important way to solve the towns and villages affected severely disaster and improve the resilience of towns and villages.Cold regions account for about one-third of our land. Towns and villages are generally backward, and weak awareness of disaster prevention. Due to limitations of climate and terrain conditions, the cold regions of multiple types of disasters have similarities, there are also differences in the way of the spatial planning of disaster prevention with non-cold regions. In this paper, based on statistical analysis of cold region and field research results of villages, towns and villages bear the main types of disasters, affected by the status quo, the status quo construction of disaster prevention facilities into consideration, reference and abroad theory and case studies to our disaster prevention planning is based on the relevant laws and regulations, as the basis for theoretical research of this article. Extraction of disaster risk analysis findings from the analysis of influencing factors, use AHP to conduct villages and towns risk analysis, help to identify the main types of disasters affecting towns and villages, severe disaster losses mainly due to the affected body and cause disaster undertaken to guide the construction of disaster prevention facilities in the form of towns and content, a clear focus on fortification, as well as disaster prevention facilities construction standards developed to provide a fundamental basis. According to the degree of risk classification, response to weak pipe disaster, construction escaping space network system into the system, to deal with severe disaster, to ensure the safety of the villagers. Villagers and towns status quo based on population size of each grade escaping cold regions delineated space classification standards for each level of disaster prevention in place to use and siting conditions. Provides the appropriate facility configuration requirements, proposed the construction of disaster prevention space, space for construction and disaster prevention lifeline system building strategy.Finally, Hailin xin’anzhen as example, from the natural disaster risk analysis to disaster prevention and disaster prevention facilities and then to space network system construction and disaster prevention facilities optimization, empirical analysis theory.
