The energy consumption of district heating(DH) in the north town accounts for a large proportion of the total energy consumption of the local society. The energy planning for district heating(DH) is one of the most effective measures to resolve the conflict between the rapid urbanization and energy development. However, the energy planning at macro-level still focus more on the energy supply, and lack of the comprehensive analysis based on the technical,economic, environmental characteristics of the DH thermal source. Therefore, an innovative energy planning model for DH based on energy efficiency, economy, environment and entirety economic indicators called 4E evaluation index system, that centers on the configuration of the DH thermal source scheme in urban planning system is presentThis paper conducts according to the idea of “analysis-evaluation-application”, based on the ideology of system analysis and empirical research, with the method of investigate and modeling. Centered on the DH thermal source scheme in urban planning system, this thesis focused on the following key points:comb the type and extraction protocols of the vary DH thermal sources;set the 4E evaluation index system based on energy efficiency, economy, environment and entirety economic indicators; establish the 4E models of energy conversion equipment for the DH thermal sources, thus,the abstract "4E" system is made concrete based on the example of the different heat source cases;and a DH planning case in Harbin is studied using this planning method, after analysed in the index level, the atmospheric environment simulation based on AERMOD model is also carried out, finally the combination of the various schemes is analyzed on the basis of the contrast of the "4E" system. Especially, this paper concentrates on the models of energy conversion equipment and the 4E evaluation index system for the DH thermal sources, the studies offer base data and theory evidence for the DH planning methods.The study of this paper demonstrate that the energy conversion equipment gets the generalized models, with the input parameters associated with the heating load, meteorological environment, system features etc., while the energy consumption, energy efficiency, the pollutant emissions, the economic costs and the entirety economic indicators as the outputs. The concept of entirety economic indicator first proposed gives the environmental indicators some kind of economic significance, which is mixed with he theme of energy saving and emission reduction, and thus the connotation of economic adjustment and control is added.In the case of the paper, the biomass boiler scheme can achieve 1.65~4.13 yuan per m2 per year through the CDM.According to the linear optimization method, the target index of the expected heat source can be achieved by the combination of the basic heat source scheme.On the condition in the paper, while the biomass boiler bear the 27% /38% of the load combined with the coal boiler, at the same time, the carbon trading price is 24/60 yuan per ton, it can achieve the goal of the global annual cost price as the gas boiler. The 4E evaluation index system could reduce the human subjectivity interference. It reflects the technological, economic and environmental characteristics of the thermal source part of the DH systems, clearly and comprehensively.This study is the part of the twelve-Five national science and technology support program, which name is the key technology research and demonstration of urban district heating energy efficient utilization planning(2012BAJ04B01).
